Overview
The Coalbrook Concern is a merchant conglomerate and mining consortium. It does not raid, it does not threaten, and as far as anything written so far shows, it does not break the law. It buys.
The method is visible in Ironhollow right now, and it is patient. When the empire's fighting mostly stopped, the specialised forges — the ones built entirely around swords, plate and siege fittings — were the ones that started bleeding. Civilian ironwork does not pay like a defense contract did. The Concern buys the failing smithies cheap, then uses those acquisitions to finance buying up the seams from families who have worked them for generations.
Forges first, because forges fail first. Then the mines, because by then the families need the money.
Nobody has to be villainous for this to work. It only requires that the town's worst year and the Concern's available capital arrive at the same time — and the Concern is in a position to wait for that, while a dwarven mining family is not.

The Standing Fight
Vosk Hammerfist has stood at picket lines across more towns than most people visit in a lifetime, and has crossed the Concern in at least two of them. The relationship is not personal, which is exactly what makes it durable.
Harlan Luther — a mine and mill owner Vosk has forced concessions from three separate times — hates him, has stopped trying to fight him directly, and now smears his name ahead of him instead. That is a grudge.
The Concern does not have a grudge. It has a file. It tracks his movements the way it would track a weather pattern that keeps costing it money, and its response to him is a cost calculation rather than an act of malice.
Which means it cannot be talked down, shamed, out-stubborned or made to blink. Standing in a doorway does not work on a ledger.
Adjacent
The Concern has no named officer yet — deliberately. It is currently more useful as a pressure than a person.
Not established as part of the Concern, but the same species of problem — and Vosk keeps finding him wherever Luther has bought in next.
Needs a Decision
Whether Luther is a Concern man, a rival being squeezed by it, or about to be bought out by it himself is open — and each answer changes what Vosk is actually fighting.
Ironhollow is ruled by its mine and smithy owners, who keep their offices on Ledger Row and increasingly argue about whose fault the slump is.
Every seam the Concern buys is a seat on that council changing hands. Nobody has to seize a town if enough of its council eventually works for you.
For the GM
Ironhollow is going broke precisely because nothing has come out of the abyssal gorge lately. Its forges were built on the empire's defense contracts, and peace killed them.
So the Concern is buying, cheaply, the one place in the empire that knows how to mass-produce arms — during the exact window in which nobody wants any.
If the gorge ever stirs, whoever owns Ironhollow owns the only supply that matters, bought at the bottom of the market.
There is no evidence anywhere on this wiki that the Concern knows that, plans it, or has any interest in the gorge at all. It may simply be a consortium doing ordinary consortium things at an extraordinarily convenient moment. That ambiguity is worth keeping for as long as it will hold.
